They didn't want "liberty" at all. They were monarchists who wanted to enslave Korean citizens just like was done in the Choson dynasty, and just like half of Korea rules itself today.

There were Republicans like Philip Jaisohn who legitimately stood for individual rights--real liberty--but were expelled by the evil Choson monarchy.
